Lockwood Holdings wants direction on subdivision
At the same time Mayor SueLynn is proposing the commission discuss a building moratorium, Jeff Hostetler of Banks Engineering Inc. has written a letter to Commission Chairperson John Quam requesting that the commission place discussion of a proposed subdivision on its Dec. 11 workshop agenda.

Building Official Kevin Donohue said he was a bit mystified by the letter because "that's all we got. I don't know anything more than what's in the letter."

The letter states: "On behalf of Lockwood Holdings Inc., Banks Engineering Inc. is requesting the Dec. 11 agenda directive for a proposed subdivision and private drive."

Quam said the request won't be on the agenda until Hostetler discusses details of the project first with Donohue.

Efforts to reach Hostetler for comment prior to press deadline were unsuccessful.

Mayor proposes building moratorium in Anna Maria

The two most dreaded words for contractors and builders on Anna Maria Island building moratorium have surfaced in Anna Maria and Mayor SueLynn thinks it's time the city commission at least discuss the issue.

At this point, a possible building moratorium is just an agenda item at the Dec. 11 workshop session, said the mayor, and is not directed at all new construction, just certain types of development.

And the mayor has drafted a specific proposal.

In Anna Maria, said the mayor, "Special projects including lot splits, subdivisions and commercial buildings are being speculated, proposed, or are in a current approval process."

Because the city is currently working on revisions to its comprehensive plan and drafting site-development regulations for subdivisions and commercial development, she believes a "building moratorium" is needed to allow appropriate time for the city to review and implement the new regulations.

"The moratorium would apply only to lot splits, subdivisions, commercial and multi-family development," not single-family homes, improvements or additions, she said.

Under the SueLynn plan, other exceptions to any moratorium would include building permits for necessary repairs, applications and building permits for a personal wireless services facility (don't call them cell towers), certificates of occupancy for previously approved building permits issued after Jan. 1, 2001, that are found to be in compliance with approved plans, and applications before the planning and zoning board that have received preliminary approval from the board between Jan. 1, 2001, and the date of the adoption of the building moratorium.

In addition, any permit more than three years old will merit "reconsideration" by the P&Z board and the city building official "so that its impact can be evaluated in light of our current experience," she said.

"I'm only recommending a building moratorium and it's only a discussion item at present," said SueLynn, who does not vote on the commission.

She'll run it up the flagpole and see who salutes it at the Dec. 11 commission workshop.
