A woman called the Bradenton Beach Police Department to report that she had observed a man who exposed his genitals and urinated from a boat in the anchorage area south of the Historic Bridge Street Pier.
The caller said her husband asked the 36-year-old man to stop exposing himself, but he refused and began to argue before eventually leaving.
The woman signed a criminal complaint affidavit and said the man exposed himself with the intention to be seen from a private premise.
BBPD issued her a victim’s rights packet and a Marcy’s Law form, but no charges.
Instead, the BBPD filed a capias request to the Florida State Attorney for “discretion on charges,” according to a police report.
