Holmes Beach police arrested Luis Moreno Castillo, 19, of Bradenton, Nov. 23 on third-degree felony charges of resisting a law enforcement officer with violence and three counts of battery on an officer.
He also was charged with two second-degree misdemeanors for loitering/prowling for an unlawful purpose and breach of peace.
Multiple officers responded around 2:50 a.m. to reports of a suspicious man in the 200 block of 58th Street.
An officer observed a man matching the description of the suspect, Castillo, whom he had stopped earlier that night for riding a bicycle without lights.
The man told the officer that he had gone to the beach and lost his backpack and bike, which he later said was not his.
The officer offered Castillo a ride home, but he refused and became agitated before attempting to leave.
Backup officers attempted to detain Castillo to further investigate potential disorderly conduct.
He did not comply and resisted detainment, beginning a struggle in which he pushed an officer before he was brought to the ground and handcuffed.
A witness said the man “walked toward her while making incoherent statements,” and another said he was “wandering in the roadway and speaking nonsensically.”
Castillo was arrested and transported to the Manatee County jail, where he remained in custody as of Nov. 28 with $10,300 bond.
If convicted, punishments for a third-degree felony charge include up to five years in prison, five years of probation and a fine of up to $5,000.
Punishment for a second-degree misdemeanor charge include up to 60 days in jail, six months of probation and a fine of up to $500.
An arraignment will be Jan. 9, 2026, at the Manatee County Judicial Center in Bradenton.
