Bradenton Beach commissioners unanimously voted Feb. 5 to appoint resident Robert Talham to the Ward 4 seat.
There were no candidates in the November election for the seat formerly held by Jan Vosburgh.
Talham, the only formal applicant, addressed the commission before the vote. “I think I can be of help,” he said. “I’ve been a contractor for 50 years, and I live here in Bradenton Beach … I’m not going to sit around anymore.”
Commissioners focused much of their discussion on Talham’s availability because he noted in his application that he might spend up to three months at a time out of state.
Commissioner Scott Bear said remote participation is allowed, but certain circumstances might require a physical presence.
Commissioner Deborah Scaccianoce also raised concerns and asked whether Talham could return if a physical quorum were required.
Talham said he would be available by remote participation but could return in person if circumstances required.
Commissioners emphasized the responsibilities and time commitment associated with the role.
“You sure you want to do this?” Mayor John Chappie joked. “One last chance to run?”
“No, I won’t run,” Talham said.
Commissioner Ralph Cole motioned to approve Talham’s application and, with a second by Bear, the yes vote was unanimous.
Talham, who must complete training for ethics and compliance with Florida’s Sunshine Law, will be sworn in at a later date.
Talham, originally from upstate New York, has lived in Bradenton Beach for more than 20 years and works as a building contractor.
Commissioners receive $4,800 a year.
Talham’s term will expire later this year.
