The 12th Judicial Circuit State Attorney Office declined to file a charge in connection with an alleged sexual attack on a boat that was anchored near Bridge Street in Bradenton Beach.
The Bradenton Beach Police Department arrested Rick Jeffery Rowland Jan. 10 after a woman told a BBPD officer about an alleged sexual battery.
Rowland denied the allegations.
Assistant State Attorney Michael Manning closed the case with a February memo that stated there were no witnesses and insufficient evidence to pursue the case.
